Besides providing the typical proof of identity (please see "How do I apply for a library card?"), foster caregivers must also provide one of the following DCFS documents: Agency-Relative Caregiver's Declarations and Agreement, or Agency Group Home Agreement. Children and young adults must be participants in the DCFS Los Angeles County, Out of Home Care (OHC) system. Foster Child Cardsįoster caregivers may sign their foster children (under 18) up for a special Foster Child Library Card which will not be charged overdue fees for library materials returned after the due date. An additional benefit for juvenile library card holders is the use of the Torrance Public Library's Homework Center computers located at Katy Geissert Civic Center Library, North Torrance Library, and Southeast Library. Juvenile library card holders are able to borrow books, movies, magazines, CDs, Read-alongs and books on CD, and have access to the Torrance Public Library's databases. A parent or an adult caregiver must agree to assume all responsibility for materials borrowed by the minor under 18. A child can apply for his or her own Torrance Public Library Card when a parent or adult guardian believes the child can handle all the responsibilities that having a card entails. The Torrance Public Library encourages all youth under 18 to obtain their own library card. Library cards are valid for three years and can be renewed at no charge when you bring in your existing library card to any Torrance Library. You will then need to bring the temporary number and your California ID to the selected "home library" to retrieve your library card. Please include a phone number and email address, and your current California identification on your application. Once you complete the application, you will receive a temporary number. You may visit any Torrance Library to apply for a library card, or you may complete an online application. You must be a California resident to register for a library card. ![]()
